Regina Markey
Attorney

   
 

Regina Markey has worked for years in the union movement.  She practices law in the areas of civil rights, whistleblower,  employee benefits, and union-side labor law.  Prior to joining the firm, Regina had her own solo law practice.  Before practicing law, she  advised labor organizations and financial institutions on capital market issues and corporate accountability, both as a consultant and employee of the AFL-CIO and its affiliated organizations.  She served as Associate Director for the Center for Economic Organizing, a non-profit organization serving unions and communities.  Regina is admitted to practice in the District of Columbia, admitted to practice in Pennsylvania (inactive), admitted to the bar of the United States Supreme Court and the United States District Court for the District of Columbia, and is a member of the District of Columbia Bar Association, the American Bar Association and the AFL-CIO Lawyers Coordinating Committee.  She graduated from the Columbus School of Law at Catholic University of America, Washington, D.C., J.D. (1992).  Regina served as a legal clerk at the United Mine Workers of America and as an advocate for the elderly at Columbus Community Legal Services.  Prior to moving to Washington, DC, she promoted energy conservation and solar energy for the Connecticut Public Interest Research Group.  Regina earned a B.A. from the University of Connecticut in Economics with a focus on third world economic development. 

SELECTED ACTIVITIES:

Originated and assisted in class action against the U.S. Environmental Protection Agency and former Administrator Whitman for Constitutional violations following 9/11 terrorist attack on behalf of New York City residents, office workers, and students (2004 – 2007);  Lead counsel advising nationally-prominent EPA whistleblower (2002-present); originated successful ERISA action against the NFL benefit plans on behalf of former linebacker Wilber Marshall (2003-2008); AFL-CIO Union Corporate Ownership and Responsibility Committee, Member (1998-1999); Council of Institutional Investors, AFL-CIO Representative (1991-1998); AFL-CIO Secretary-Treasurer’s Office, Lead Staff Person, Capital Strategies Program (1996); developed international labor standards for construction workers (1995); “Pension Funds in the United Kingdom and Northern Ireland:  A Primer,” Author, (1999); AFL-CIO Digest: Capital Strategies: Leveraging Our Workplaces and Communities, Co-author and Editor (1996); National Conference of Commissioners on Uniform State Law Drafting Committee on Public Employee Retirement Fund Act, AFL-CIO Representative, Observer, (1995-1997); Industrial Heartland Labor Investment Forum, Coordinator, Editor of Research Papers, and Presenter, “Workers’ Pension Funds and the Downsizing Dilemma,” Author, and “America’s Restructured Financial System:  The Role of Workers’ Savings and Impediments to Long‑Term Investing in Jobs;” (1995-1997); Shareholder Campaign Advisor to United Mine Workers of America in Pittston Strike (1989-1990); Co-author; AFL-CIO Industrial Union Department, Labor & Investments newsletter, Co-Author and Author. 

Presented testimony, U.S. Department of Labor ERISA Advisory Council; Co-Developed Legal Ethics Panels and Presented, National Association of Public Pension Attorneys, Newport, RI (1997); Legal Ethics Panel Presenter, California Public Employee Retirement System Board of Trustees (1998);  Presenter, Connecticut Treasurer’s Stakeholders Conference, Hartford, CT (1997); Presenter, Super 2000 Pension Conference, Sydney, Australia (1994).  Authored speeches for, inter alia, AFL-CIO Secretary Treasurer Richard Trumka, AFL-CIO Investment Trust Chief Executive Stephen Coyle, and former AFL-CIO Public Employee Department President Al Bilik.
